This risk can be greatly reduced by cleaning needles with a bleach solution before re-using them. The risk can be eliminated by using fresh needles each time. Many cities now offer free needle exchange programs.
When getting a tattoo or body piercing, always go to a licensed professional and make sure the equipment is autoclaved, not just "sterilized" with alcohol
